Project Manager - Urban Resilience & Emergency Support

🚀 Your Role
In this position, you will play a key role in strengthening the resilience of a major Dutch city. You will lead the development and rollout of a network of emergency support locations across the city-places that can be activated in times of crisis or disruption.
You will take ownership from strategy and analysis through to execution and delivery, ensuring that these locations are accessible, inclusive, and aligned with the needs of residents and local businesses.
🧩 What You'll Do
- Lead and manage projects from concept to realization, including pilot phases and city-wide rollout
- Coordinate multidisciplinary teams and collaborate with internal departments, external partners, and community stakeholders
- Analyze current situations and develop a supported approach for the positioning and setup of emergency support locations
- Oversee pilot implementations (e.g. community centers, sports halls), including design, setup, and evaluation
- Prepare decision-making documents, including go/no-go proposals, planning, and funding strategies
- Manage all key project aspects: risk, budget, planning, communication, and quality
- Navigate a politically and socially sensitive environment, balancing diverse interests

You will work within a dynamic public-sector context alongside program managers, project leaders, and specialists across areas such as communication, urban development, safety, and community engagement. Collaboration and stakeholder alignment are at the heart of everything you do.
✅ What You Bring
- A completed HBO or WO degree
- At least 3 years of experience as a project or process manager
- Experience within or with the public sector or municipal environment is a strong plus
- Affinity with social, safety, or community-driven projects
- Strong stakeholder management skills, including navigating political and administrative dynamics
- A hands-on, proactive mindset with the ability to move from strategy to execution
- Strong communication and collaboration skills
- Experience with logistical or multi-location projects is an advantage
