About the Role

The London Borough of Bexley is seeking an experienced Finance Manager - Capital & Balance Sheet to join our Finance & Corporate Services team on an interim basis. You will play a key leadership role in delivering high-quality financial services, particularly around capital and fixed asset accounting.

This post is critical to the production of accurate, timely capital and revenue accounting entries, statutory reporting, and supporting strategic financial planning and treasury strategy development.


Key Responsibilities
  • Lead on capital and fixed asset accounting and ensure compliance with legislation, professional codes, and local government frameworks.

  • Produce the Statement of Accounts, Group Accounts, and related statutory returns.

  • Deliver financial advice and submissions related to taxation and VAT.

  • Support the development of the capital strategy as part of the Council's medium-term financial strategy.

  • Produce capital monitoring reports in line with reporting timetables.

  • Collaborate with Treasury to align the Treasury Strategy with capital and cashflow plans.

  • Provide expert financial modelling, business case development, and financial appraisals.


Essential Experience and Qualifications
  • Qualified CCAB Accountant or equivalent finance qualification.

  • Active participation in Continuing Professional Development (CPD).

  • Proven local authority experience leading on capital and fixed asset accounting - candidates without this experience will not be considered.

  • Strong knowledge of accounting standards, local government finance regulations, and statutory codes of practice.

  • Experience producing year-end accounts and attending senior-level committees or corporate boards.

  • Skilled in financial modelling, developing business cases, and change programme delivery.

  • Previous staff management experience, with the ability to lead and develop a team.

  • Excellent communication and interpersonal skills, including the ability to engage effectively with senior stakeholders, non-finance professionals, and elected members.


Desirable Attributes
  • Experience working in a political environment.

  • Familiarity with the national policy context and challenges facing local government finance.

  • Advanced MS Office skills, particularly Excel.
