About the Role

We are seeking an experienced and proactive Private Sector Housing Team Leader (Contractor - Damp & Mould) to join our team on a temporary basis. This role is crucial in supporting the council's commitment to improving the quality of private sector housing stock and ensuring the sector meets housing needs within the Borough.

You will be responsible for investigating and resolving housing condition complaints, particularly relating to damp and mould, and addressing reports of sub-standard Houses in Multiple Occupation (HMOs). Working under the framework of the Housing Act 2004, Housing Health and Safety Rating System (HHSRS), and council policies, you will undertake both informal and formal enforcement actions.

As a senior team member, you will also act as a mentor, providing supervision and guidance to less experienced staff, apprentices, students, and contract workers.

Key Responsibilities
  • Lead and manage investigations into complaints about poor housing conditions, including damp and mould issues.

  • Undertake inspections of private sector properties and HMOs, ensuring compliance with housing standards and regulations.

  • Initiate and carry out enforcement action in line with the Housing Act 2004 and local council policies.

  • Contribute to the development and implementation of policies and strategies aimed at improving private sector housing.

  • Act as a mentor and supervisor for junior staff, apprentices, and contract workers.

  • Work collaboratively with landlords, tenants, and other stakeholders to resolve housing condition issues.

  • Ensure accurate record-keeping, reporting, and case management to a high standard.

Requirements
  • In-depth knowledge of the Housing Act 2004, HHSRS, and other relevant housing legislation.

  • Proven experience in investigating and resolving private sector housing complaints, with a strong focus on damp and mould issues.

  • Experience leading, mentoring, or supervising a team.

  • Strong decision-making skills and ability to initiate enforcement action when required.

  • Excellent communication, negotiation, and stakeholder engagement skills.

  • Ability to work independently and manage a varied workload to tight deadlines.
