Job Description


The IT Organizational Development/Strategic Planning Consultant will be part of a team responsible for all aspects of IT project governance, assessment, management and control for an Information Systems Program Management Office (PMO). The IT Organizational Development/Strategic Planning Consultant shall provide support in the development of Organizational and Project Plans for all Information System organizations. This task area consists of developing, maintaining, enhancing and further elaborating on organizational level plans to include but is not limited to: Program Management Plans (PgMP), Project Management Plan (PMP), Communication Plans (CommMP), Risk Management Plans (RMP), other organization and management plans as deemed necessary. The IT Organizational Development/Strategic Planning Consultant shall ensure that the Information System organization is in alignment with the current DOJ Strategic Plan, Strategic Plan, IT Strategic Plans and policies, and applicable federal/congressional plans and policies.


The IT Principal Consultant’s work will include but is not limited 7 - 10 years of Required Federal Government experience in the following activities:

o   Project Briefings

o   Software Development Life-cycle (SDLC), Agile Methodology, PMBOK, ITIL

·       IT Strategic Planning

o   Performance Measurement Planning, Data Collection, and Reporting

o   Provide Weekly and Monthly Status Report inputs

o   Provide meeting support (facilitate meetings, prepare agenda, prepare project briefings, present to the stakeholders, document and distribute meeting minutes, and track actions) for all assigned projects

o   Support other PMO tasks as assigned

 Required Qualifications

·        Bachelor’s Degree (BS/BA in Computer Science, Information Systems, Engineering, Business, Physical Science, or other technology)

·        PMP Certification

·        Minimum 7 years of relevant IT Organizational Development/Strategic Planning

·        Minimum 7 years of developing IT Technical Roadmaps

·        Minimum 7 years of relevant IT Portfolio Management experience

·        Minimum 7 years analyzing management, business and technical issues related to program management and information systems

·        Minimum 7 years providing guidance to the business implications of various systems

·        Minimum 7 years collaborating on feasibility studies and systems planning

·        Minimum 7 years assisting in formulating systems scope and objectives

·        Minimum 7 years devising and/or modifying procedures for managing complex programs

·        Must have a minimum of Secret Clearance

·        Flexibility as well as the ability to work in a collaborative team environment

·        Exceptional organizational skills with the ability to coordinate multiple work streams, multi-task and work well under tight deadlines

·        Strong interpersonal skills and proven experience in building partnerships with business and technical stakeholders as applicable

·        Self-starter with ability to perform and lead work independently.
