Belmont Recruitment are currently seeking a Procurement Officer to work with a local authority on a temporary basis. This is a full-time role working 37 hours per week (Mon - Fri) which will be predominantly home working.

Overview:
This role sits within a Corporate Procurement Service supporting a category management approach across a range of service areas. The Procurement Officer will support the delivery of procurement activity across defined categories including Corporate Core, Place, Health and Care, and Children and Young People. The role focuses on the delivery of low to medium value procurement exercises, supporting the planning, coordination and completion of sourcing activity for goods, works and services.

Main Duties:

* Deliver low to medium value procurement exercises under the direction of Category Managers

* Support the preparation of procurement documentation including specifications, tender packs and evaluation materials

* Assist with evaluation activity, clarifications and contract award processes

* Support spend analysis, market research and procurement planning activity

* Work with internal stakeholders to progress procurement activity in a timely and compliant manner

* Support contract mobilisation and ensure accurate system and contract record management

* Use procurement systems including Unit4 ERP, Scanmarket and Proactis effectively

* Ensure all procurement activity complies with legislation, Contract Procedure Rules and internal governance

Essential Criteria:

* Experience working in a procurement or contracts role within a local authority or public sector environment

* Strong understanding of procurement processes, tendering and framework agreements

* Experience of delivering procurement exercises or supporting end to end procurement activity

* Ability to work with internal stakeholders including commissioners, budget holders and service teams

* Experience of working with procurement or contract management systems (desirable)

* Knowledge of public sector procurement governance and compliance requirements

* Strong communication, organisation and attention to detail skills
