Are you an experienced Environmental Health professional with a passion for driving housing standards and improving outcomes for private tenants? Do you have a strong track record of leading high-performing teams and delivering complex licensing and enforcement programmes?

Islington Council is seeking an exceptional Private Housing Group Manager to join their Regulatory Services team on an interim basis. This is a pivotal leadership role managing a large team of Environmental Health professionals and projects with real impact across the borough.

Key Responsibilities:
  • Lead the delivery of private housing regulation and enforcement across Islington.

  • Oversee licensing schemes (Mandatory, Additional & Selective), enforcement strategy, and the delivery of housing grants.

  • Manage up to 6 Environmental Health Managers plus a project officer across multidisciplinary teams.

  • Lead Islington's response to privately owned tall building safety and bring empty properties back into use.

  • Act as a senior investigator, oversee legal proceedings, and make high-level policy and enforcement decisions.

  • Deliver effective partnership work with Police, landlords, tenants' groups, and other stakeholders.

  • Prepare and manage budgets with an income stream of £2-4 million per year.

About You:
  • Hold a BSc/MSc in Environmental Health or equivalent qualification.

  • Substantial experience managing private sector housing, including licensing and enforcement under Housing Act 2004.

  • Proven leadership skills with experience managing complex teams and projects.

  • Able to deputise at senior level and confidently represent the Council in high-level meetings.

  • Strong knowledge of housing legislation, RIPA, PACE, and the Regulator's Code.

  • Excellent communication, project management, and stakeholder engagement skills.
