NEW OPPORTUNITY – NFGN Programme Manager

We’re working with East Suffolk Council on an exciting opportunity for an experienced Programme Manager to take the lead on a high-profile development programme.

This role will play a critical part in driving forward a major masterplan, ensuring it is financially robust, strategically aligned, and delivered effectively. You’ll be working closely with senior officers and elected Members, helping shape key decisions and maintaining momentum across a complex programme.

Role Details

Job title: NFGN Programme Manager

Council: East Suffolk Council

Contract length: Initial 6 months

IR35 status: Outside IR35

Day rate: Flexible

Working pattern: Part-time (3 days per week)

Onsite requirement: 2 days per month

The Role

You’ll take ownership of the NFGN masterplan delivery, ensuring strong programme management, financial oversight, and clear governance throughout. This is a strategic role requiring confident stakeholder engagement and the ability to translate complex financial and delivery considerations into clear recommendations.

Key Responsibilities
  • Lead programme and project management of the NFGN masterplan delivery
  • Conclude the viability review, ensuring Members fully understand the implications and supporting the development of the preferred tenure mix
  • Procure and oversee the Integrated Framework work, ensuring outputs support delivery, resourcing, and long-term programme management
  • Assess Local Government Reorganisation (LGR) implications for leisure centre proposals in Ipswich and Felixstowe, including strategic and financial justification
  • Prepare agendas and reports for Member and officer governance meetings (with secretariat support)
  • Take a proactive approach to financial management of the NFGN budget
  • Build strong working relationships, including regular briefings with the Cabinet Member lead and Chair of the Member group
Key Requirements
  • Proven experience delivering complex regeneration or development programmes within a local authority setting
  • Strong financial and commercial awareness, particularly around viability and funding models
  • Experience working with senior stakeholders, including elected Members
  • Ability to operate strategically while maintaining oversight of delivery detail
  • Strong communication skills, with the ability to influence and support decision-making
