Salary: £37,000 - £40,000 per annum

We are seeking a Technical Officer to work with a Local Authority in Norfolk. This role sits within the Adaptations and Improvement Team and plays a key part in delivering housing adaptations, repairs, and improvement works to support vulnerable residents in maintaining independence within their homes.

Reports to: Adaptations and Improvement Team Manager

Location: Mixture of residents’ homes, on-site, office-based, plus local/regional travel as required

Start: ASAP

Duration: Permanent

Rate: £37-40k DOE

Key Responsibilities:


· Undertake detailed property surveys to assess adaptation, repair, and renovation requirements in line with client needs


· Review Occupational Therapist (OT) recommendations to ensure proposed works are practical and reasonable; carry out joint visits where required


· Prepare schedules of work, specifications, and design drawings; submit Building Regulation and Planning applications and secure approvals


· Obtain estimates and tenders via contractor frameworks; check for accuracy and completeness


· Act as ‘Client’ and ‘Principal Designer’ under CDM 2015 and ensure appropriate contractual arrangements are in place


· Inspect and monitor works on site to ensure compliance with specifications, budgets, and agreed programmes


· Manage contractor performance, agree variations where necessary, and authorise staged payments


· Conduct final inspections, prepare final accounts, issue completion certificates, and ensure warranties/guarantees are provided


· Liaise with health, social care, and housing colleagues to progress adaptations that support hospital discharge or prevent admission to care


· Maintain accurate performance, financial, and KPI records


· Contribute to wider housing priorities including empty homes, acquisitions, and assessment of property suitability for adaptation


· Promote equality, diversity, and the Council’s corporate values in service delivery

Requirements:


· Experience undertaking property surveys, preparing specifications, and managing building works


· Strong knowledge of Building Regulations, Planning processes, and CDM regulations


· Experience working with contractors, tender processes, and budget management


· Full UK Driving Licence and flexibility to travel locally/regionally
