Positive Employment is currently recruiting for a Finance Manager for our client a local government organisation in Bristol.
The successful candidate will be responsible for assisting in the delivery of financial performance including project financial controls, aiding the preparation of primary and associated financial statements, carrying out financial modelling, project support and financial analysis of budgets and forecasts across corporate and operational areas as well infrastructure, development and delivery directorates and workstreams.
This role is a 12 month contract fixed-term contract. The role will be hybrid working.
Duties and Responsibilities but not limited to:
- Provide professional financial advice and financial modelling to support the development of multi-year budgets, financial plans, project plans and the review ofpolicies and strategies relating to specific projects, schemes, and capital expenditure.
- Develop measures to assess risk within projects or budgets of high demand and cost volatility or where significant third-party funding is provided.
- Monitor income, expenditure and outturn predictions, identifying and communicating unexpected budget variances, budget volatility and monitoring the validity of budget management decisions against accountancy rules and regulations.
- Interrogate all forecasts including delivery and infrastructure Cost Plans provided by third-party delivery partners and subcontractors.
- Assist in the preparation of monthly management accounts including profit and loss account, balance sheet, cash flows, variance analysis, key performance indicators and supporting commentaries.
- Assist in producing final accounts in accordance with International Financial Reporting Standards including the production of disclosure notes and supplementary financial analysis.
- Prepare and proactively contribute to reports for directors and managers and key decision makers, including LLP Board, clearly identifying the financial effectsof policy and other proposals on the delivery of Bristol Temple Quarter.
- Prepare and monitor promptly and accurately all relevant claims and returns in relation to grant funding and loan drawdowns.
- Contribute to the financial elements of the annual LLP Business Plan, business cases and funding bids.
- Document and implement finance processes, templates, trackers and controls.
- Challenge and improve financial systems, processes and controls particularly where they relate to project and LLP governance.
- Support on all business finance functions such as the end-to-end accounts payable, accounts receivable, financial transaction recording, financial reporting and year-end financial close procedures.
Personal Requirements:
- Experience in a Limited Liability Partnership or a Public Sector Organisation as partner of an LLP.
- Experience working in the regeneration sector on projects of a similar nature or size.
- Experience of working across the end-to-end finance process.
- Knowledge of accounting systems, preferably Xero accounting software.
- Finance qualified, ACA, ACCA, CIMA equivalent.
- Project accounting skills, such as experience gained on specific projects.
- Strong technical skills in accounting.
Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday
Pay: £32.06 per hr (Umbrella) / £48,000 per annum
