Role Overview

The Head of Procurement & Insurance (Interim) will lead and manage the Council's Procurement and Insurance services. This includes overseeing complex, high-value procurement projects, ensuring legal and regulatory compliance, managing budgets, and providing strategic advice to senior management. The role also includes supervision of the Purchasing, Procurement, and Insurance team and acting as the Council's Insurance Officer.

This is a temporary/interim role with hybrid working arrangements at Gosport Town Hall.

What We Are Looking For

Extensive experience in procurement management, including high-value contracts and public sector compliance.

Strong leadership and team management skills, with experience mentoring and developing staff.

In-depth knowledge of procurement law, Contract Procedure Rules, and best practices.

Ability to provide strategic guidance to senior management and councillors.

Experience managing insurance administration and corporate risk.

Excellent communication, negotiation, and organisational skills.

Able to operate in a hybrid working environment with flexible office attendance.

Key Responsibilities Management

Lead, develop, and mentor the Purchasing, Procurement, and Insurance team.

Provide advice on legal, regulatory, and corporate governance aspects of procurement and insurance.

Manage recruitment, performance, training, development, absence, and welfare issues for the team.

Represent the Council in senior management and external forums, including the Hampshire Insurance Forum (HIF).

Financial Management

Oversee all procurement spend, authorisations, and compliance with Contract Procedure Rules (CPRs).

Maintain the Council's Procurement portal and ensure workflows reflect current legislation.

Ensure effective audit trails and documentation for all procurement projects.

Advise staff and senior management on procurement law, frameworks, and contract management.

Monitor and control all Purchasing, Procurement, and Insurance budgets.

Act as the Council's Insurance Officer, providing comprehensive insurance management and risk mitigation.

Corporate & Governance

Attend and contribute to Council and Board meetings,

Prepare and update CPRs, policies, and professional guidance documents.

Provide training and support across the Council on procurement and insurance law and practice.

Support Emergency Planning initiatives as required.

Requirements & Skills

Extensive experience in procurement management, including complex, high-value contracts.

Strong knowledge of procurement law, regulations, and public sector best practices.

Proven leadership, team development, and mentorship skills.

Ability to provide strategic advice to senior management and councillors.

Experience managing insurance administration and corporate risk management.

Excellent organisational, communication, and negotiation skills.
