Role Overview

The MEH Hold Point Manager's accountabilities are as follows:

To manage the co-ordination and delivery of Hold Points related to the MEH Programme, including:
Preparation and Approval of the Management Expectations Document
Preparation and Approval of the Hold Point Release Document
The Release of the MEH Hold Point

The MEH Project Office is embedded within the MEH Programme & reports to the Deputy MEH Programme Director, with accountability for the governance and assurance of the MEH Programme and overseeing the safety, quality, schedule, and cost performance of the MEH programme. The MEH Project Office is responsible for managing the release of Hold Points on behalf of the MEH Programme and its leadership.

Hold Points are used by the by the Project to provide assurance to stakeholders as to the adequacy of the organisation and its arrangements, the robustness of the corresponding plans, systems, processes, procedures, and methods, and where applicable the maturity of the designs and technical solutions being proposed.

Hold Points are deployed ahead of a significant change in the Project's Risk profile and are an important means of assessing and testing the associated mitigations, and the overall risk to Nuclear and Environmental Safety.

Key Responsibilities

Stakeholder management:
Engaging with Hold Point Expectation owners, managers, subject matter experts, and others as required to collate evidence in support of the Hold Point process.
Engage with stakeholders relating to MEH Hold Points (ONR (in a support role), INR, Hold Point Panel, Nuclear Safety Committee, TCO / PWRT, project, business, and functional leads, MEH leadership)
Engaging with the Internal Nuclear Regulator (INR) to ensure that findings arising from the INR's corresponding concurrence activities have been adequately resolved.
Establishing a Hold Point Review Team(s) of suitable experience and knowledge to scrutinise and challenge the Evidence compiled in response to the Management Expectations
Report status, progress and actions relating to MEH Hold Points
Preparation, management, and communication of Hold Point stakeholder engagement plans
Compile presentation materials as required to support effective stakeholder engagement.

Preparation and Approval of the Management Expectations Document
Engage with Stakeholders, Senior Managers and Subject Matter Experts to identify and define suitable management expectations relative to the Hold Point and in accordance with business requirements.
Compiling, presenting (to the Hold Point Panel) and agreeing the corresponding Hold Point Management Expectations Document, having obtained appropriate guidance and advice from the Nuclear Safety Committee and others.
Preparation and Approval of the Hold Point Release Document
Managing the collation and scrutiny of Evidence corresponding to the Management Expectations
Engaging with Hold Point Expectation Owners to obtain and collate the Evidence required to demonstrate that the management expectation(s) has(have) been met.
Reviewing and challenging the suitability, robustness, and completeness of the proposed Evidence, taking into account guidance and advice from the Nuclear Safety Committee and Hold Point Panel
Convening the Hold Point Review Team to scrutinise and challenge the proposed Evidence.
Engaging with and managing the Hold Point Expectation Owner(s) as required to ensure the timely collation and closure of Hold Point evidence / actions.
Engaging with INR to ensure concurrence findings have been adequately addressed.
Reporting Evidence collation status and progress, escalating where required.
Preparation of the Hold Point Release Document and related supporting materials
Presenting the Hold Point Release document and supporting evidence to the Hold Point Panel and other stakeholders (including INR, NSC, senior managers, etc. as required)
Securing agreement to any Residual Action Plans to be resolved prior to release of the hold point and the means for closing these items.
Managing the closure of queries and comments raised regarding the evidence / Hold Point Release Document
Secure Approval of the Hold Point Release Document
The Release of the MEH Hold Point
Manage the closure of any Residual Action Plans, compile and present the corresponding evidence.
Securing agreement to the lifting of the Hold Point

Qualifications & Experience
Essential
Experience working with technical experts on complex topics, assessing and managing technical assurance risks, with a strong understanding of technical, design and manufacturing assurance processes, methodologies, and approaches.
Experience working within large, complex, multidisciplinary projects, including managing & reporting on the performance and effectiveness of the organisation.
Experience working collaboratively across large organisations to secure alignment and delivery of key objectives.
Experience of the application of Licence Conditions in the UK nuclear industry including general knowledge of LCs would be useful.
Useful to have general knowledge of the EPR reactor design including major systems and key functions and awareness of nuclear power reactor operation particularly related to PWR/EPR key operation principles, main systems, and basic functions.
Useful to have knowledge of the HPC project including principal goals, project structure/organisation and project tools including key interfaces, contracting model, principle goals and project structure/organisation.
Qualification - academic or professional to Degree Level as a minimum.
General awareness of codes and standards, including RCC-M, would be beneficial
