Company: THE OYSTER PARTNERSHIP

Job Type: Contract, Temporary, Full Time

Salary: £550/day (competitive)

A great opportunity to lead the implementation of a Local Authority's new TCW compliance system, driving data readiness and a smooth go‑live for a major housing programme.

Housing Compliance Systems Consultant - Basics

Role: Housing Compliance Systems Consultant
Organisation: Essex
Rate: £550 per day (Umbrella)
Location: Remote (occasional travel to the office)
Contract Length: 3‑month contract (potential to extend)
Working Arrangements: Remote + ad‑hoc site attendance

Housing Compliance Systems Consultant - Overview

* You will be a hands‑on Housing Compliance Systems Consultant to support the implementation and stabilisation of its new compliance system (TCW). The council is delivering a major £150m housing capital investment programme over the next two years, and this role will be instrumental in ensuring the smooth onboarding, configuration, data readiness and successful 'go‑live' of TCW.

* This is a delivery‑focused role where the postholder will take day‑to‑day ownership of the TCW implementation workstream, working closely with the system supplier and internal stakeholders to transition the platform into business‑as‑usual operations. Candidates with prior TCW experience are preferred, although applicants with experience delivering similar compliance, asset or FM systems - and strong data migration skills - will also be considered.

Housing Compliance Systems Consultant - Key Responsibilities

* Take ownership of the TCW implementation backlog and coordinate activities across stakeholders.

* Work directly within datasets (Excel, Power Query, SharePoint lists, exports) to prepare clean, structured data for import.

* Liaise with TCW to troubleshoot configuration issues, import failures and user permissions.

* Coordinate with external suppliers to align data fields, references and evidence‑submission formats.

* Produce clear documentation including SOPs, checklists and training materials.

* Maintain a fully auditable record of all system changes, decisions, approvals and configuration updates.

* Escalate operational risks early — such as missing data, access issues, supplier delays or unclear scope.

Housing Compliance Systems Consultant - Applicant Essentials

* Experience working within local authority, housing or property‑compliance environments.

* Demonstrable experience implementing or onboarding compliance, asset or FM systems.

* Strong data skills — including cleaning, mapping, validation and de‑duplicating complex operational datasets.

* Confident communicator able to engage operational teams and suppliers to agree workable processes.

* Able to independently manage and deliver the system implementation workstream.
