Finance Systems Lead
  • Location: Welwyn Garden City
  • Job Type: Temporary (12 weeks minimum)
  • Salary: up to £25 per hour, depending on experience
  • Working Arrangement: Hybrid (2 days in office)

We are seeking a Finance Systems Lead to manage the administration of the Council’s key financial systems, daily treasury management, and BACS services. This role is crucial for leading projects aimed at delivering efficiencies and continuous improvement in finance and income collection.

Day-to-day of the role:
  • Act as the systems administrator for finance systems including financial management, payroll, online banking, income management, procurement card, and payment systems.
  • Ensure accurate posting of financial information to the General Ledger and maintain the integrity of the ledger system parameters.
  • Provide advice and guidance on the development and reporting of the Council’s Financial Systems.
  • Lead projects to develop systems and their integrations with new IT developments, pursuing continuous improvement.
  • Support system users, including training and creating procedure manuals.
  • Manage the administration of the procurement card programme and maintain user guidance.
  • Conduct monthly bank account reconciliations, ensure timely VAT returns to HMRC, and manage control reconciliations.
  • Oversee daily treasury management activities, maintain records of investments and loans, and review cashflow forecasts.
  • Manage the Council’s BACS function, ensuring timely direct debit and payment submissions, and distribute reports for action.
  • Supervise the Systems & Projects Officer and Treasury & Controls Officer to ensure high performance in line with plans, policies, and procedures.
  • Set up systems and processes for the annual collection of Garden Waste charges.
  • Promote equality and diversity in the workplace and in the services of the Council.
  • Provide cover for the Financial Processes Team Leader and team members as necessary.
Required Skills & Qualifications:
  • Experience with ‘Business World’ Suite is desirable.
  • Proven ability to manage financial systems and lead improvement projects.
  • Strong organisational skills and ability to manage multiple tasks simultaneously.
  • Excellent communication skills, with proficiency in delivering advice in accurate spoken English.
  • Leadership experience, particularly in managing teams and training staff.
  • Must have experience in using a large ERP system.
