About the Parking Service
The Parking Service manages civil parking enforcement on street, and in Council owned car parks. This includes:
* issuing Penalty Charge Notices, CCTV enforcement of bus lanes and other moving traffic contraventions
* considering challenges and appeals made in respect of Penalty Charge Notices and administering debt recovery in relation to Penalty Charge Notices
* the processing and issuing parking permits and parking voucher, processing and issuing parking suspensions, processing and issuing paid parking sessions
* investigating and removing abandoned vehicles and removing or relocating vehicles parked in contravention
These services are provided directly or through contracts with specialist service providers, which are currently being reprocured. We aim to provide a high-quality service to keep traffic moving, ensure fairness and contribute to the council's environmental aims.
About the role
The Parking Enforcement Operations Manager will manage and co-ordinate the enforcement aspects of the Parking Service, including taking the lead role in all enforcement operational matters, leading on the day-to-day, and contract management of the parking enforcement contract(s). They will have responsibility for management of the parking budgets and will work closely with the Customer Service and Process Manager to support the Head of Parking and Parking Enforcement in managing the full parking service. They will have line management responsibility for two Contract Performance Officers and the Parking Finance Officer.
We are seeking to recruit to this role on a fixed-term basis for 11 months owing to arrangements relating to cover of parental leave.

* Significant experience in Civil Parking Enforcement
* A proven track record of contract management
* Ability to act as budget holder and monitor expenditure/income against budgets and report outcome regularly to management.
