PRS are working with one of the World's leading universities in their recruitment for a Building Performance & Optimisation Manager (Energy).  In the role they are looking for someone with strong project management experience to audit/survey the building stock across 240 buildings.  The portfolio ranges from heritage sites to two recently completed new buildings.
 
The successful candidate needs to have an energy perspective able to pick up where savings could be made.  Examples of this could be changing fluorescent tubes to LED's, installation of timers, and other related works.  In the role you would be expected to manage the contractors when called upon to undertake the works.
 
The client has identified sustainability as one of its core values and is striving to embed sustainability across all its operations and activities. They recently launched one of the most ambitious Sustainability strategies in the HE sector and is aiming to use this to reinforce their position as a world-leader in addressing sustainability challenges.  A key commitment within the strategy is to be Net-Zero Carbon by 2030, with a secondary commitment to reduce campus energy demand by 40% by 2024. This role will work with the campus infrastructure team and Sustainability team to identify and deliver reductions in energy use. 
 
Key Duties of the role:

Identifying energy efficiency opportunities both technological and behavioural:
Carry out building energy surveys of plant, fabric and usage to identify energy saving opportunities both through control strategy improvements and capital projects.
To manage and deliver projects and initiatives that include recommissioning and optimisation of HVAC systems and building service infrastructure
Analyse metering data to identify anomalies in plant configuration, control methodology and opportunities to optimise control strategies.
Develop a building roadmap/pipeline of energy efficiency initiatives to be delivered. Including business case and cost benefits analysis.
Liaise with stakeholders (departmental managers and academics) to agree changes to e.g. heating/cooling strategies to reduce energy use.
Liaise with the Team Leader Electrical to implement a programme of improvements to the electrical sub-metering system enabling further energy analysis to be undertaken.
Liaise with the BMS lead to identify and implement improvements to the management of the BEMS which would support energy efficiency activities.
Liaise with academic colleagues and external partners to identify innovative solutions to reduce energy demand and manage energy more efficiently. 

Work with the maintenance team to manage improvements to the energy efficient control of HVAC systems
Manage an Energy BEMS Engineer to optimise operation of HVAC plant for energy efficiency and occupancy comfort.
Advise on HVAC control strategies to reduce energy consumption.
Identify where system re-commissioning is required and oversee its implementation.
To develop with respective maintenance teams, digital lead maintenance strategies, embracing digital analytics and condition-based maintenance methodologies. 

Delivery of energy efficiency projects
lead on the delivery of the pipeline of energy efficiency initiatives, including liaising with stakeholder groups, developing business cases and meeting programme management requirements.
Lead on the selection, appointment, and contractual management of contractors to undertake the projects in line with procurement policies.
Undertake project management of these projects to ensure they meet project objectives and are delivered on time to budget.
Manage the energy efficiency project budget. Development of cost benefits budgeting model to undertake energy projects and initiatives.
Implement appropriate monitoring of completed projects to assess effectiveness and support the case for further projects.
Ensure all projects and works are coordinated and organised in line with policies and health and safety requirements.
Support Living Lab research projects to test energy efficiency research on the estate. 

Technical scrutiny for Capital Works
Work with the Head of Sustainable Built Environments to input into the design and commissioning of new buildings and any other major/minor refurbishments to ensure the most energy efficient outcome is achieved.
Promote an energy-saving culture within the University by developing relationships throughout the University community. 

The person spec:

A degree, ideally in Engineering, Energy, Building Services or a related subject. Alternatively qualified candidates that demonstrate practical experience and qualification will be considered. Membership of CIBSE, IEMA or EMA. Recognised Project Management qualification e.g. APM
Track record in delivering energy reductions in a complex estate.
Practical experience and technical knowledge in energy management in relation to Building Services.
Experience delivering energy audits that evaluate the performance of building fabric, building service plant and controls
Experience of project managing energy efficiency capital projects (specifying, tendering, managing contractors, reporting)
